Controlled discharge of ( noxious) tank washing at sea - chemical tanker guideline

First and foremost the cargo tanks and piping shall be discharged as completely as possible, taking into account:

a) Ship to have beneficial trim and list to assist final stripping

b) Cargo to have correct temperature for easy flow to pump suctious.

c) Adjoining tank walls (=cargoes) as far as possible to have a temperature which reduces noxious cargo under discharge to cling to the walls.

d) Possibilities to drain the piping system by blowing ashore with air or inert gas or use stripping line of small diameter ashore.

Studies and calculations have been made for many individual ships and products to demonstrate that the amount of cargo remains from the various tanks, using above procedures and other particular methods, will not exceed the “permissible amounts for B and C" (1 m *3 or 1/3000 arid 3 m *3 or 1/1000 of tank volume).

Similarly, pumping procedures for overboard discharge (pumping speed and discharge pipe arrangement) have been established for many vessels in order to fullfill requirements of dilution in the ship's wake. In some ships special "mixing tanks'' are provided. By means of mixing pumps cargo remains are diluted with seawater to permissible concentrations.

It should be borne in mind that individual ship has got own characteristics and limitations may involved handling various chemical cargoes . The master and all personnel in all cases must be aware of cargo/ship information that has been given and comply with relevant safety procedures.
